Translation:

with the help of the sandal paste, paste of black eagle-wood which grows tall, and cool water.
in Tiruvāṉmiyūr where the devotees who always meditate and worship Civaṉ.
god who is strong enough to wear an anklet on the beautiful Kaḻal!
please tell me the nature of your colour resembling that of the evening sky.
